| Jeff Craven, a member of Patton Boggs LLP business practice group,
advises clients on licensing and regulatory matters as well as mergers and
acquisitions involving domestic and international technology and
telecommunications companies. He also leads the development of the firm’s
U.S.-India practice. In this context, Mr. Craven regularly provides advice and
counseling on the formation and financing of domestic and international
joint-ventures and strategic alliances. He also advises foreign governments,
private companies, bond holders and underwriters in regulatory, transactional
and business due diligence associated with domestic and international
transactions.
Representative Matters:

Facilitated strategic business plan for Indian-American controlled commercial
enterprise providing financial and political risk advisory services for
transactions in India.

Served as expert witness in U.S. Bankruptcy Court for FCC regulatory and
transactional matters as well as the financing of wireless telecoms networks.

Formulated and executed a regulatory strategy that resulted in the first-ever
FCC decision interpreting Section 310(b)(4) of the Telecom Act as allowing a
foreign government-owned telecommunications company to hold a “controlling
interest” in a U.S. wireless carrier.

Developed and implemented foreign government-owned telecommunication company’s
$1.7B investment in U.S. GSM carrier roll-up, resulting in $4.3B exit.
