Bruce Waldschmidt was the Chief of the Plans and Programs Group for the National
Security Agency’s Acquisition Organization from November 2000 to May of 2004.
In this position he was responsible for developing, implementing, and
incorporating corporate acquisition management policy and leading the agency
acquisition reform initiatives and process improvements. He was also
responsible for developing the Agency’s acquisition workforce through
training, developmental opportunities, and proficiency level achievements.
Prior to his position with the NSAAO, Bruce was the Acting Deputy Assistant
Secretary (Plans, Programs, and Policy) for the Office of the Assistant
Secretary of the Army (ALT). Here he planned, programmed, budgeted, and
executed the Army’s Research, Development, Test and Evaluation, and
Procurement Appropriations. This encompassed (1) planning, programming, and
managing competing weapon and information system requirements; (2)
integrating major programs across appropriations; and (3) tracking the
execution of Army development and acquisition programs before OSD, OMB, and
Congress. The two appropriations in Fiscal Year 2000 totaled over $15
Billion in investment programs.
Also under the ASA(ALT), Bruce supervised the Commander of the U.S. Army
Research, Development, and Acquisition Information Systems Activity (RDAISA)
in accomplishing information support missions for the Army Acquisition
Executive, seven Army Program Executive Officers, and over 100 Army Program
Managers. He further engineered and operated two-wide area networks and
eight local area networks supporting over 1,500 users, and built and
maintained custom software applications in support of development and
acquisition. Throughout, he was required to Manage and execute a budget of
more than $20 million providing information systems support to the Army
acquisition community.
